Yes there is a leash law. The county ACO is hard working, knowledgable, and helpful. The town of Bisbee ACO works short hours, takes days to respond, and seems to not give a ****.
I often carry an umbrella which works well as a deterent on most dogs when popped open suddenly. That day I forgot it, but the other times the umbrella didn't work on this dog anyway. I don't think a tazer would be usefull for me with my vision problems. And even if I could see well, a quick moving dog could easily circle behind before I could get the cattle prod between.
