If I wanted to use a whistle in my training for the recall and other commands would I blow the whistle first then say the command?
No not that way at all ..
Basically have the dog on a leash .. just have the dog on loose control really close to you 1-2m and when the dog is looking away or sniffing something on the ground, blow the whistle ... it will startle the dog, the dog will look at you and push a smelly treat into the dogs face while praising the dog. Keep repeating the exercise and as the dog gets the game you can let the leash out longer and longer. The dog will understand that the whistle will mean good things are coming from you and be conditioned to recall to you on the whistle blast.
As for using a whistle for other commands how are you going to make the blast of the whistle mean something different? Unless you get a shepherds whistle or a whistle with more than one tone how is the dog even going to understand what is asked of it?
If the dog already knows the recall command, pairing the whistle with the verbal would certainly work. It's how how teach the hand gesture commands, simply pairing them with the verbal. If you are going to teach a more complicated task, directionals for example, simply teach them close up before adding distance.

Yes, you can use different blasts for different commands. They can either vary in length or numbers. For example two short blasts means recall, one long blast is a stop - look at me. The variations are only as limited as your imagination. It's not really difficult. Merely pair the command with the appropriate whistle blast and hand signal. reinforce however you do that. Eventually you'll be able to use one or the other of the commands. Just remember on those commands done at a distance, start close and work outward as proficiency is gained. Easy peasy, nice and easy

I've found using a Fox 40 Whistle that Leerburg sells http://leerburg.com/1139.htm is easy to change tone with it and you can use it to talk to the dog. But the downside of a Fox 40 it is just as easy to change the tone and confuse the dog if you don't blow exactly the same every time, which is not easy. Maybe with a lot of practice it can be consistent but my experience I haven't been able to be consistent.
