In my practice I have run across ACDs that were small like your bitch, but I couldn't find a litter with possible small ones anywhere near to look at, looked intermittently for 2 years. Why did I want a small one? Because my cattle are tame, I've been selecting for disposition since l981. I wanted a housedog, an agility dog, a fun trainable dog, not a barking Aussie or a slinking hyper Border Collie.
I really don't think you're familiar with good representations of these breeds. Well-bred ACDs are not the 20# variety, well bred/trained Aussie are not neurotic barkers and well bred/trained Border Collies are not slinky and hyper. While I certainly understand breed preferences, A well bred dog from any of those breeds will make a good pet for an active person that enjoys training their dog.
