There are a handful of vets in my area, some good (I like mine

) some okay, some not-so-good (OMG IF YOU DON'T FEED SCIENCE DIET YOUR DOG WILL DIE)....and then there is one other one....that I want to take down....but I"m not sure how.
I'm omitting names for a little while, until I figure out what do it....but this guy is insane.
He runs two small animal hospitals and is by far the cheapest vet in the area, he also sees exotics so he's one of the only vets you can go to if your house pet isn't a dog or cat. He's been nominated as the animal inspector in our town (which explains why he's still in business...voting happens again in April..he's running again).
I want to bring him down.....I have documented accounts and first hand experience with this person. He is unethical, abusive, and performing illegal experiments on animals both in his practice and in his own home. NO ONE is willing to stand up though I know that my college has some information as they fired him and kicked him off campus (banned him completely) a few years back.
Animals go into his office for routine procedures and come out mutilated in boxes I have the first hand accounts from a wildlife rehabilitator who brought him a live raccoon for a check over, and got it back in a box with a note to bury it without opening it....the raccoon went in for a check-up...that's it. A lady brought her cat in for a neuter, it died on the table and she asked for the body, the chest was opened up (and hastily sewn back up) with no explanation. A woman brought her old dog in to be put down (she didn't want to be in the room) only to find out weeks later her dog was still alive, being used for "blood donation". Before the school kicked him out they brought some rabbits to be put down after the conclusion of a study and he never did, he used them for his own experiments. A friend of mine brought her rat colony in for some antibiotics, not only did he give her a medicine that did not work on rats, be told her dosage wasn't important and that she should dose them each time they sneezed (WTF).
There are countless other accounts, but NO ONE has pursued any legal actions against him....the people who go to him and still have living animals LOVE the fact he's "so caring" that he takes their dogs home with him at night...never mind I've seen a dog come back lethargic, pale, and tired with an unexplained needlemark on it's foreleg...I think he took blood, a lot of it. A dog pregnant went in for a C section, though she had previously been ultrasounded for 10 puppies they got only 5, he told them the other 5 had died and refused to release the bodies, we find out later that they were alive, he'd kept them for blood donation.
Getting into his "animal care" beliefs...
...feed your dog store kibble, dogs eat grains and will live longer if fed corn
...fixing your dog will make it fat, to remedy this cut their food intake by 75% and make sure they're run hard 2-3 hours a day
...feed old dogs less and less dog food until they're eating primarily rice, protein is bad
...dogs need to shiver or they'll become fat and lazy, make sure to put them outside during the winter to encourage this, shivering makes a fit dog
I was told (I didn't go it him in the end...I didn't' know about him at this point, I was asking about neutering and what the after care should be) that the same day my dog got out of surgery I needed to run him....hard, or he'd get used to being a lazy fixed dog and I'd never get him to exercise again.
Now, I hate being the one to start drama and I'm rarely the "think of the plight of animals type" (apart from shelter work and occasional fostering) but um...I really really want this guy taken down....I've been collecting accounts of his misdeeds for a while but I"m not sure what to do with them. I considered getting a volunteer job to see what's inside that hospital behind the scenes, but that seems equally unethical (I know that's what PETA does....and I sort of hate them...a lot). I considered actually going to PETA...I dislike them, but they're very good at getting media attention to a cause. Is there a board of vets I can present my evidence too? Some of the people won't talk...but others certainly will if given a chance, and I KNOW my school has tons on him...documented...any advice on how I should go about it?
