If I were you I would try to talk to your BF and see if you can have control of the dog, via an agreement, or him giving her to you, or you buying her.
It sounds like she would work better for you, and she will just frustrate him.
That way he can move on to a dog that fits his personality better.
About the dog, I would put her in the pack structure that Ed uses, its a great vid!
This would provide lots of structure and predictability for her.
I would take her on 3 to 4 walks a day of 30 min each, and do "interval" training.
5 min at a brisk walk, 5 min at a slow dog trot, 5 min @ a brisk walk, 5 trot and cool down @ 5 min regular walk.
Do this for at least one week, and see where she is then.
I think it sounds like this dog wants to work really bad, and she is young and not getting enough calm structured activity.
That's where the wiggles come from. excess energy and eager to please.
Sooo, walk her along with the pack structure program, for a week, coupled with marker training and see where you are then.
