Looks like a dog best trained with a tug to me lol. Honestly I would charge them for letting the dog run loose, the damages to the police car, and let them know they're lucky I didn't shoot the dog.
As I understand it the Black and white pit was sentenced to obedience classes. There are worse fates for a dog ripping a bumper off of a car.
Yep, that dog was having a seriously fun time "playing tug" with that bumper.
Honestly if that was my patrol car I would have just stopped moving the car. No justification for me killing a family pet over a bumper. I don't carry pepper spray or a taser so my only options left are lethal force unless pup is scared of my asp(most aren't). They'll just receive a bill along with whatever animal control writes them for. On post the owner would also have to explain why they have a pit bull(illegal) and face a major dressing down from their command.
The owners are very lucky that their dogs survived that encounter.
I'm sure there are police officers who may deem that to be aggressive behavior and shoot the dog under that circumstance. They are also lucky that the dogs weren't injured by being run over when they continued to chase the car.

Some LE don't carry either. I don't even as an MP. The civilian DA contractors do though. It's hard to see the front of your bumper down that low and even harder to aim where it actually would have any effect. Dogs don't seem to connect the burning skin sensation with you unless you hit them right in the face. High pain tolerance breeds like the pit bull and labs, chows, some hounds etc. also blow through pepper on a regular basis. Tasering a dog is hit and miss also because the shock doesn't last real long. We're supposed to be getting tasers here but I doubt we'll be authorized to carry them.
Just watched the second video. Sounds like the owner is going to put Winston down. Proper containment and training and he would be a good dog.
