An XL Veri Kennel 500 is 40" x 27" x 30", which is what I use. Foster and Smith has there own version which is well made and lower in price - I have two of these and I'm pleased with them as a product.

It is the Gorilla Tough® Classic Square Back Cage. They have a bunch of other models to choose from but this one is made ENTIRELY of 6 gauge wire and is spaced 1-1/4in apart. The price is very reasonable considering the quality of the crate. It runs between $130 - $170 after shipping, depending on size and if you need a divider panel. There are better crates out there but this was the best product for the cheapest amount of money that I came across. Here is a link for the web page.
If you just want a cheap crate that you don't necessarily need for years and years, I would go to e-bay and get one. I have found them to cost around $70 after shipping and that includes a divider panel and sometimes a retractable leash or some other accessory that they use to get your business. I personally would pay the extra $100 to get the better quality crate though.
As for the size of the crate...the 42" model is big enough for an "average" full grown GSD, but the 48" model would allow him/her to stretch out a bit more, it would also allow you to make their home a little more comfortable with extra bedding and cushions (it all really depends on if your GSD is crate-trained and fully recognizes this crate as his/her home then you should not have to worry about that extra space). Before I found a friend that had a crate she no longer needed, I personally was going to purchase the 48" model along with the divider panel as I will be getting an 8 week old GSD, and I figured if it turns out to be too big even when she is full grown, I can just use the divider panel to shorten it a little bit.
