Depending on what you feed, you could smear peanut butter then fill with kibble. Some of the kibble will stick to the peanut butter and give him something to work on.
If you feed kibble, soak the kibble then stuff it in the kong and freeze. Or you can mix kibble and canned food and freeze. If you feed raw, then stuff the kong with with meat and freeze.
For washing, either the dishwasher or throw them in a sink of hot water with plenty of dish soap and soak for 15-20 minutes before washing - the soap should break down most of the sticky fat from the peanut butter and they should clean up pretty simple.
You could fill it up with low fat cottage cheese and a little bit of PB - much healthier alternative to a jar of PB.
Cottage cheese + canned sardines OR canned salmon
CC + tiny cubes of mozzarella OR cheddar OR any other dog-safe cheese
CC + tiny cubes of roasted turkey/chicken/beef/boiled egg
Cooked rice + canned fish OR egg OR cottage cheese
Mashed roasted squash + fish/cheese/egg
