I see what you mean but it does not seem likely to happen anytime soon $. If the dog gets out of the yard and gets a scrape it still does not transfer the blood to a dog fighting site.
Some of the existing legislation is potentially much more damaging, prone to abuse and hard to argue: say, somebody is accusing your dog of being vicious and attacking them. They even show a nasty torn cut on their hand (inflicted by the handiest tool available).
I'm just always against anything that looks like the potential for a registry, especially if it looks like there is room for any kind of prejudice to be involved.
Its just my inner ACLU member coming to the surface!
