I've decided to put away $150 a month (automatic withdrawal) in a separate ING account for the dog health fund. This equates to $1800 a year, $900 per dog.
I looked into insurance, but didn't think it was worth it, with the percentages they covered, and the out of pocket cost. Plus when I estimated costs on a couple sites, I found significant increases with increased weight (not fat, just overall weight), size, and breed (GSD are not known for being the healthiest dogs). I had a tough last few years with my previous dog and exhaused my savings, so I realize how important it is to plan ahead, especially since I'm lucky enough right now to have a regular income.
This way I'm in control.
