I adopted Ollie on June 26th. I know he was found approximately a month before this chained to a guard rail. The time in between, he was in shelter. He had some rubbed/worn places on his neck and also the typical sore elbows from laying on concrete. I 'm careful about the fit of his collar and where it lays on his neck and he's never on any concrete surfaces, but the fur has not grown back completely on his neck/elbows. Sometimes, his neck appears red and irritated after walks, but I honestly don't know how this is happening since he doesn't pull and his collar is well above the area damaged from the chain.
My question is, how long will it take for this to heal completely? Will the fur ever grow back? Should I remove his collar when not absolutely necessary? The rest of his coat, teeth...everything else looks great! THe vet wasn't concerned, but that was when I first got him.
If the skin is becoming red perhaps he is allergic to the material in the collar - like we can be to cheap jewelery, e.g.
Some dogs do not re-grow hair until it becomes "grow hair season", perhaps in fall --some may not grow at all in wear spots.
Endocrine disorders can affect hair, as can starvation/malnutrition.
Just some ideas
I don't think it's uncommon for hair to not fully regrow in areas where there was "skin trauma" like what you described (not being a vet, I don't really know what else to call it), like a too tight collar or a chain around a neglected dog's neck for far too long. It probably has to do with the degree of scarring that occurred as the raw spot tried to heal. I saw a beautiful dark merle Dane once with a permanent ring of white hair around his neck, from being rescued from just such a situation - when the hair finally grew back, the scarring caused it to come in white.
Skin allergies could very well be the problem. I didn't consider that. Also, it makes sense that hair would grow in the fall. I'll talk to the vet about the allergies. Raw diet is best to improve these issues, right?
His collar is Nylon. I have stayed away from chain chokers because the fall right into that tender area. Any suggestions?

Sometimes any collar can fold the skin in such a way that the hair on either side of the collar irritates --- think "shaved bikini line"---know what I mean? If the dog has a bare spot around his neck something like that could be happening, and if that's the case I bet it will get better as the hair grows in more fully.
Protein and calories are what you need for coat, along with fatty acids. Lack of stress and time of year (fall) is good too.
Hope you've taken before and after shots. Bet you have a whole new guy by spring!
