There are reports that Senator Flores is trying to push the mandatory spay and neuter bill (SB250) through again (possible Assembly vote as early as Thursday or Friday). He pulled it from the inactive file and an aide in his office said, " ... the Senator has plans for that bill...". He has added minor meaningless amendments to this bad bill. It is not unusual for the members to sneak bills through at the end of the session when there is a lot of vote trading and virtually no press coverage. If this is important to you, please call your Assembly member and tell them that you still oppose SB250.

On Thursday, there were FOUR votes and the "nays" carried each vote. The last one was 33 for, 40 against and 5 not voting. It takes 40 to pass. "Reconsideration" was asked for and granted which means the bill remains on the floor.
Sen. Flores has spent the weekend (with Judie Mancuso) promising amendments to the bill. The purpose was to change no votes or abstentions to ayes. He has been seeking to portray the bill as a licensing law, but there are NO provisions that intact licenses will be available in all jurisdictions. And, no provisions that, if available, the conditions of the licenses won't be draconian. They got a similar MSN law passed in LA.
And, the shelter numbers have risen significantly since passage.
If you are interested in this issue, please call or fax members of the assembly. The following members have been absent or abstained: Cook, Galgiani, Monning and Ma (she is under a lot of pressure to vote yes, so encourage her to abstain). Even if you have already called or faxed, please do so again. Assembly speaker John Perez: NO on SB250 916-319-2046 (FAX916-319-2146). There will probably be a vote on Monday afternoon.

As an update, SB250 is now dead. A final vote was taken minutes before midnight (when SB250 would expire) and the bill was defeated. However, Judie Mancuso (Laguna Beach animal "welfare" activist, and driving force behind SB250 and AB1634) promised her supporters that she will be back next year with a new bill. This battle is not over ... they can't keep their noses out of the kennels.
