I never meant to suggest exercise was the whole issue at stake. And in fact ended with....And training at all times.
Rather reminds me of the times when I'm out and about working one of the dogs, and someone comes up and says to me 'oh, training huh?'
Honestly I look at them like they have two heads. Well yeah!
Think about it, if you have a dog you're either training something, or reinforcing something already taught. But it's all training, every time one interacts with the dog. Every single time whether you're feeding it or just scratching it's ear while you read the paper. The dog is either learning something or being reinforced on something already learned. EVERY SINGLE time.
To me Elissa it sounds like your mother is the whiner, not the dog. I'd shut her up first, then deal with the dog.
The plot thickens. Your mother needs to buy in to what you are trying to show her or ask her nicely to ignore the dog until you have everything under control.
I am not so sure about this being a dominant dog. You said yourself that when your mother isn't around he is calm and submissive.

Your mom is the one who needs some marker training. It can be done. Reward the positive, ignore or slap her for the negative. (JUST kidding about the slapping - we weren't that sick.)
We managed to finally to get to stop barking with an electronic collar, but we had to put it up to the highest level for him to stop.
You can correct him all you want, but he will not stop.
He doesn't listen to quite or his "no" sound.
We tsst him. We tried spraying water, he got an ear infection from it.
I am at my wits end with this one.
Any suggestions on what I can do to stop the whinning?
