I've walked into shelters where more than half of the dogs have gotten the "pit bull mix" label. Most were not pits. Some were clearly boxer mixes and one was simply a lab that had more of a blocky head. It's a real problem in some places. On the other hand I've also seen shelters that won't label a clearly full blooded pit as what it is due to fear of the label not causing an otherwise fantastic dog to be adopted.
I don't know any real solution to it although comparing a dog to other breeds before settling on pit bull might help. Seems like some places if it's black or has flop ears it's a lab mix. If it has prick ears it's a shepherd mix. Even slightly pit looking muzzle(a trait common to MANY breeds) and it's a pit mix without any further thought.
Right it seems your darned if you do and darned if you don't here. I think the comments at the bottom are interesting. One guy mentions DNA testing. But shelters really don't have that kind of money. Last time I checked the cheapest DNA test was like 60$
