Some of their undercover investigations have uncovered shocking realities that triggered real (if slow) reform in care and processing of slaughter animals and the horrible abuse of downed dairy cows.
I cannot dismiss their work like that.
But as for the additional puppy mill laws -- I'm afraid Bob is right.

Missouri has the largest number of puppy mills of any State in the Union and only a handful of inspectors.
The few inspectors we have can do nothing unless they inspect the places and the new law pertains to only licensed kennels. The unlicensed kennels are far more numerous and without being told about a problem they are not on the inspector's radar. .... more then enough laws ... not enough people to do much about them.

It doesn't seem to me that the law can be both toothless and overreaching. (It may very well be one or the other--but I don't see how it can be both.)
If Tuesday's nationwide mid-terms proved anything it is that reasonable, well-intentioned people can look at the same set of facts and come to different conclusions. I have no doubt that many people who did not support this Proposition care about dogs just as much as I do. The only wrong position IMO is owning a substandard puppy mill.
BTW, I'm no huge fan of the HSUS who supported this--or of the AKC who opposed it. There was plenty of money spent on both sides of the issue.

As one who has medicated plenty of sick cows for the trip to town, I'm glad that some oversight has come about, the industry needed some checking. But for that one cow who was being pushed toward the kill floor with the loader, caught on film, there are probably thousands of cows who were shot at home by responsible, caring owners, who "ate" the loss of the cow's meat value, just to be on the "safe side". It's the painting of the whole industry with the same brush that gets to me.
There isn't any nice side to slaughter, really.
It's too bad they can't find some way to get volunteer inspectors. Maybe some from the groups who end up caring for these unwanted dogs, that end up with issues from the overcrowding and sickness and other probs that result from the puppy mill experience. That would probably lead to a whole "nother" group of headaches and conflicts.
That can lead to legal problems. Only a State inspector can visit these places with any authority. Fact is, an individual that goes near them without invitation can be sued/arrested for trespassing.
These places don't allow prospective owners to "visit" simply because they sell through the papers and to "brokers".
One of the first red flags when shopping in the papers for a pup is when the "breeder" offers to meet you half way "cause were to far from you" or "I'll be in your area on business so I'll meet you at such and such a place.
Also in Missouri there is a huge animal sale (like a flea market for pets) once a year. You can get most any breed of dog or most any non native wild animal. You buy the pusp right off the back of a pickup truck.
People still fall for this crap. People are as much to blame as the crap breeders for purchasing these pups/dogs.
I bought it cause I didn't want to see it living in those conditions".
