I've just started using Lou's methods, and I agree with Scott, that Lou's methods work great.
My dog can now walk within close distance to another dog and act like the other dog is not even there.
You have a simple issue. Your dog is aggressive on leash (when she can't get to the other dog) and from behind a window (when she can't get to the other dog). You said she broke through once but didn't mention aggression when she got to the other dog, so I assume there was none. Your dog is expressing frustration as aggression, but the aggression disappears once the frustration is relieved. Your dog needs good solid Obedience training to learn that she doesn't always get what she wants. This will help her learn to deal with frustration without going nuts...
