Yeah, the backs are wherever the butchering is done and wherever stock-making is done.
If the butcher is cutting up whole birds on the premises, and you see the typical 8-piece offerings (2 wings, 2 breast halves, 2 thighs, 2 drumsticks), the backs are there somewhere. (If you see only quarters offered, then they have no separate backs.)
At the butcher counter of the natural-foods grocery where I shop, I found out that the backs were going to their in-store deli for chicken and other soups.
Now the butcher sets aside a baggy in the freezer for me, too, and I pick it up every couple of weeks. So I get Smart Chicken Organic backs for a dollar a pound! I know this doesn't sound cheap to folks lucky enough to have an in with a restaurant supplier, but it's about a fourth the price of whole Smart Chickens.
This same butcher will "chili-grind" the legs for nothing (for the dentally-challenged senior) and pack them up with the front end just cut into halves. (I call first so they can do it in their own time, because grinding poultry requires some kind of extra grinder cleaning.)
Long story short : You have to ask. Chat up those meat counter folks!
My butcher sells what they call chicken "frames".
They cut off the legs, thighs, wings and the breast meat and sell what is left (which is still pretty meaty) for .50 cents apiece. So i get the entire back, ribs, tailbone and breastbone as one entire piece.
I go to Restaurant Depot they have 40lb chicken back/necks for about $19 but you need to be in or know someone in the business they don't sell to the public.
