I did a quick search on the site regarding these things, and found a 2005 post where it seemed the general consensus was they are not a great thing to use.
My problem is that one of the houses that backs on to mine has a Border Collie that spend a lot of time alone in the garden spinning in frantic circles barking incessantly, I have watched this dog for several minutes and all that happens is the owner occasionally mooches over to the window, knocks on the glass and puts her finger to her lips in a 'shush' and quelle suprise, the dog continues its insane behaviour!
With the summer coming, (she says optimistically) it would be nice to potter in the garden with the dogs and not have to listen to it, my lot don’t bark back at it, but I have noticed if my young Boerboel is outside, the barking stops!
Having only lived at this house for a while I have yet to establish if anyone has ever made a complaint to the owner or environmental health, so I have been considering getting an anti bark device to hang on the fence, the blurb says it is only activated if a dog barks and SHOULDN'T affect other dogs in the area, I was wondering if anyone has experience of this type of thing, and if the product has been developed to reduce any permanent risk to a dogs hearing.
I feel incredibly sorry for this dog, it seems like he is frustrated and bored - no one likes to be approached about their dogs behaviour and she would, I guess, be entitled to tell me to mind my own if I was to speak to her about it, I feel sad for the dog, but would also like to be able to use the garden in peace, the barking doesn't seem to be triggered by anything in particular, as often it happens at night when there are no kids or other dogs out.

I'm not a fan of these ultra sonic devices. Basically it punishes all dogs in the effected area for the actions of a single dog which is unfair and cruel, it also can be maddening to dogs that are noise reactive. Also morally it is not your job to correct your neighbor's dog for anything, correct your neighbor instead.
So I would propose the following solutions
#1 Talk to your neighbor. I'm sure she's aware that the dog is a barking machine but may be unaware that the dog is bothering you.
#2 If #1 doesn't work file a noise complaint with whatever appropriate government entity is in your area. ~this may need to be repeated~
I agree. Your best solution is to first talk to your neighbor. Could you offer to work her dog for her doing some obedience exercises with the dog to expend some of its pent up energy and reduce the dog's frustration? But, if the neighbor refuses to work with you to help her dog, then report (and keep reporting if necessary) the situation to the proper authorities.
Yep I agree it could cause a storm, the woman lives alone and has neighbours either side, one guy who works his dogs has a 'bird house' hanging in his tree and I think it might be one of these things, as I am pretty sure I have glimpsed a mesh over where the bird would fly in! and if that is a device, it doesn't look like it would work anyway, but I take your point, back to the drawing board and some charm offensive and diplomacy!
I had once the same problem and I talked to the owner because his dog (yellow lab) also barked at night.
He was not very friendly. Redneck type. I think you get the picture. He rented the house and I also talked to the landlord.
It did not help much.
He took the dog inside at night but at daytime there still was this barking.
At that time I worked also night shift and this barking did not let me sleep during the day. I had a fan running, earplugs etc.
It was awful. I thought about everything to stop this dog. I did not want to spray him on his own property.
So I bought this ‘no bark device’. I wanted to give you a link to this web page but I don’t know if this would be appropriate.
I can tell you that it looked like a bird house.
At first I thought that I had solved the problem because the barking got less. But only a short time and then the dog barked again like before.
Somehow it did not work for this dog.
I spent 50 bucks and the problem was not solved.
The good thing was that we had to move. Not because of this dog.
