I have a 4 month old Puggle. I want to walk him to get this energy out of him, but I can't because he just wants to chew on his leash and tug-of-war with me.
Brian, are you familiar with marker training? There is a great free ebook on this site which explains it well.
In the mean time, put the leash on your pup and give him something else to carry in his mouth/play tug with you. (Don't tug hard with this guy, at 4 months he is probably going to be teething soon.) It could be something as simple as an old wash cloth tied with a knot in the middle or an old dish towel, depending on his size.
There is also a product called Bitter Apple which some folks have luck with. You would apply that on the leash to discourage your pup from wanting to put it in his mouth. (Didn't work for us, but I have heard others who did say it was effective.)
Hope this helps, and I strongly encourage you to begin marker training with your little guy.
Since he likes tugging, pick up a small ORBEE on a String and try using that as a reward in your training.
Redirect to the toy when he targets the leash.
When he bites the leash, take him by the collar, and drop the leash entirely.
A limp, unresponsive leash is less fun than a wiggly, spastic ball.
Do I walk him and use a toy to redirect if he bites the leash? Or do I wait to walk him till I train the leash-biting out of him?
You will probably be needing to redirect him anytime he is out of his crate; on the leash walking/playing or teathered to you. Puppies bite a lot at this age, so it might be helpful to keep toys/tugs in several locations/pockets to grab as needed.
