Aside from the fact that you can't certify hips and elbows until 24 months with OFA, I think 14 months is way too young to breed a dog. Shoot, I wasn't going to mentioned his age! That was a huge red flag for me too. I'm suprised the owner didn't notice my shoulders "slump" when I heard. I have other concerns too, but since I am passing, I felt there are no reasons to mention them.
