I've been crossing the border from Canada to the US with my dog at least once a month for the last 3 years. Up until a month ago, I had never been asked for paperwork on my dog.
Either they are getting alot stickier about this or I'm just unlucky but the last two times I've come through, they wanted to see my vaccine and rabies record and a "valid" health certificate.
Luckily I keep a copy of everything in the car when I travel.
What is the health certificate? A basic statement from your vet? Does it cover specific health issues?
I wondered about that too(health cert.). Crossing the border will probably not be an issue for me, but just traveling in general, and you never know where life takes you.
The health certificate is a paper specifically for crossing the border basically saying that that your vet has examined your dog and that the dog is healthy. The certificate is usually valid for 15 days.
Last time through the border when they called me on it, I just played dumb; "What do you mean it's expired? I thought it was good for 6 months. I'll make sure I have a valid one for my next trip."
