I think it's very possible that there is confusion in the dog's mind, and "she knows the words" really means she knows some pattern from you that you sometimes do one way, a way she "gets," and sometimes another way, that confuses her.
If she is tied or in her crate for an extended time period than I take her out and do OB she is VERY in tune and will get it 95% right for anything I say. This is using food or a toy (more for a toy.) (this was not including last night, she was WAY to hyper and couldn't focus but it was a first time)

I am working on a video, yes she has been marker trained since a puppy. However I am sure I have done some things the "old way" out of my confusion and ignorance but this does not include rolling the dog, pushing her into a sit or down or any such positions. I have used a prong to keep her from dragging me down the street so that would be the only thing I didn't do "positively"

She was left with this family for two days when I had to go to funerals and take care of my Uncle right before he passed away. Another family had arranged for a hotel for us so we could be closer to them but they had not known about the dogs. I did get it arranged to have them with us for the three weeks we were in the area in that hotel but it took 2 days. In those two days something happened but they don't seem to know what. They have a son in a wheel chair but she was fine with all of them before. So all I can assume is something happened.
She just barks constantly unless I am standing right next to her verbally abusing her. (where we are is not ideal but I can't change that till we leave)

This varys in the week, month, where we are, the weather, and other things a lot. However I try to do no less than 2 hours with the dogs. Often we take a walk in the mornings and play/train in the evening, sometimes in the middle of the day too. Depending on everything she and Keiko get 2-6 hours with me a day. For me there is no "Typical day"

I wasn't sure what to do... I have tried telling her no or quiet than giving a correction with the collar. I have tried ignoring her. I have tried having our friends give her treats (she ate them quite easily and didn't have any problem with this) she resumed barking after she(the lady) was a distance away. I have tried shouting my irritations at her (least effective)

Crated or being in view of the people she's reacting to are the only options? What is the setup? Is she tied out in view of the people she is reacting to?
Our camper is very unsound prof. We hear everything. We work and live outside, only sleeping and eating inside the camper. So out around our camper is like our living room. If I am not going to be at the camper than I put both dogs in a crate in the car to go with me or a tent set up outside the camper. If I am there they are tied unless I am actively working with them. Our friend are in their house most of the time but if they are outside and she can see or hear them she will bark. There is nothing I can do to keep her from hearing them.

Yes I have the video. Before I found leerburg I used a Walmart cheepy on her though so she was not conditioned right.
