Videos like that are almost always set up. Kind of like the classic, "Oops, I cut down the tree and it fell on my car." clips.
It does look like a story that Bernard F. told once. At a seminar, there was one dog that was very obsessed with moving shadows. I think the owner had also played with a laser pointer too.
Anyway, he told about one police dog where they used that behavior to train a disarm action for hostages. The dog would bite whatever and whereever the laser dotted. So, they trained the dog to bite the target when dotted. I don't recall if they ever actually used that behavior. However, it was probably an interesting training exercise.
Kind of like how they taught Kotan the crotch grip in the movie ,K9.
