Let's face it people today are idiots when it comes to how to behave around animals of any kind, but especially dogs. I wonder if part of the reason is that we're becoming more and more urbanized and more and more out of touch with the natural world.
At least the dog isn't being put down. And I understand that it actually was up-to-date on all its shots including rabies. So it should be back with its owner/s soon.
