I think you'll get the proper answer from Leerburg but personally, I've used an oversized collar on a pup, just paying closer attention to any drooping and taking up that sag with the leash. For a walk or training purposes only, I would never leave an improperly fit collar on a dog while not under my control.
If you're using the live ring on the larger collar, you're going to have a few extra inches of chain and pull back on the leash before it makes any kind of connection. As long as you're aware of what that is and hold the leash tight enough to make up for that sag.
And if you're using the dead ring, one squiggly move or the right back up action on a loose leash and he's out of it. On the live ring too for that matter, if it's really too big and the wrong opportunity presents itself.
If the money's not a big deal, I'd get the smaller one for now and when you're starting to roll it over his head, order the larger one.
Havok measured at 23 inches at 6 months, and 24.5 at 16 months. If it was my money, I'd buy the 25" now and be prepared to maybe need the 27" down the road a bit They do make them, ask Leerburg if they will order one for you at that point, if you come to it.
