He actually was more relaxed by the presence of a crate once I got it set up. He was dashing between the couch(his other "safe spot") and the crate with his tail up.

I then bring the two ends up to his back and tug gently on them as I wrap them around his back to make an X. Then I take the two tails and wrap them under the chest, make another X, and then back up to the back where I tie a knot right behind the shoulder blades. The over all tightness - think of a tube sock. You should be able to stick your hand in there between your leg and tube sock and feel the snugness without serious restriction. Same with the bandage. Snugness against the dog's body without risk of cutting off circulation, especially since the wrap around his chest will bunch up to the base of his throat as he moves around.
