Every dog is individual, of course, so you might need twenty feet or you might need sixty feet between you and strange dogs to start.
Do you have a focus command, maybe a "look at me" game, started at home with no distraction?

All of this starts with no distraction, at home, so the dog is able to respond almost from habit. Distance, upbeat sessions with you (the most interesting thing in the 20- or 50-foot, or whatever, circle), and HV rewards along with the increasing perception that YOU will deal with strange dogs, that YOU are between her and the world, and that YOU make the decisions about interactions, are going to start dialing back that reactivity.
You mentioned her being dominated or attacked once with you there, so you might want to be pretty obvious about being the protector (placing yourself on the side of her where the strange dog will pass, etc.).
