Perhaps this is an insanely dangerous suggestion -- I don't know how good a rider you are, or how gentle your horses are --- but what would happen if you put your young mal on a leash, on a long line, and mounted up and went for a long trot? A few miles of running next to the horse.
Betty I did that with Harley and now he will heel no matter what if I am on a horse doing what ever. Anyone can ride but I have to put him away or have someone hold him if I have to ride which is 1 to 5 horses per day. If I don't do too much he will obey a down and stay for some times in one spot but will bark his head off as soon as we go to a solid working trot or bigger gaits.
He need better ob work. I am lazy and most time with no ground helper so I just put him away. Life made easy, dog not stress, horse stay calmer and me happy in the end.
