pretty sketchy on your scenario there bob , but if 9.00 am is before breakfast , and 12 is after breakfast that might have something to do with it .
i'm assuming a whole bunch of things in my response , but if you are marker training , one of the biggest principles is that the dog has to want what you have . if you are using food as a reward / motivator , and the dog has a lessened appetite . . . you can figure it out .

Also, Bob, are you doing the exact same thing in the exact same place with the exact same level of distraction at 9:00 and at 12:00? If not, I'd be looking at those factors before I'd be looking at time of day.
