Looks like puppy demodex to me. It's pretty common, and only serious if it gets much worse. It's not something that usually gets any treatment. Most cases resolve on their own as the pup's immune system matures.

I'm diagnosing from a photo on the internet (which means it's worth nothing.)
If you want to know for sure, your vet could do a scraping of the area--he/she would scrape the affected area and look at the scraping under a microscope. If it is demodex mange it would reveal tiny mites that live in the hair follicles.
These mites are usually harmless--and most dogs (and even people) have them all the time. They only cause a problem if there are too many. Pups that are building an immune system may get a flare-up that will go away once their immunity builds up.
It may take a couple of months to resolve on its own if this is simple puppy mange.
There is no cream that you can put on it that will help If it is demodex mange.
But something simple like coconut oil isn't going to hurt and giving the owner something to do is, well, something.
If the dog isn't scratching it, it isn't red or weepy, and it isn't getting worse, then I would "watch and wait." If it gets bigger or starts producing symptoms, then go to the vet for a skin scraping to confirm what it is.
I have no idea what that is and will defer to the experienced opinions already expressed here. I just want to say that I would be very reluctant to put any kind of oil or cream on that area. It seems very close to her eyes, and oils and creams have a tendency to spread to other areas adjacent to the place you apply them, and it seems that it could cause some kind of irritation if it were to seep into her eyes.
JMO, but I would simply try to keep the area clean and dry, unless advised to do otherwise by your vet. And of course take the dog to the vet if it doesn't start to show improvement soon.
