Good chance this is a skin problem and not simple dandruff. Get him to a vet, he may need a round of antibiotics, then check his diet. A "search" for this and related topics should get you lots of info and opinions.
This time of year all of my dogs get dry and flaky skin. I usually add a teaspoon of either olive oil or some oil similar to that to their meals and have started using Nupro Joint supplements in their meals and it has helped out a lot. I also don't bathe them more than a couple of times a year since that removes the natural oils from their coats. I brush them about twice a week also. It all helps move the natural oils in the coats around and along with the supplements, the flakeyness goes away in a couple of days.
Several of my rescues had this happen with the cold weather and inside heat being turned on. I buy them salmon oil - and within a few days all have cleared up.
John : is you dog inside or out? and what are you feeding ? These factors will change some of the conditions unless it is a medical problem which has to be treated.
I like to use Oatmeal shampoo good old standby, also add some oil to the food, winter time will dry out dogs if kept inside with the heat coming on and off. Hope that helps a little. Peter
Better yet - get your dog on the all-natural diet. Go to my web site and read about this. Vets like to sell commercail dog foord - Sciejnce Diet is really crap food - they just have a good adveritsing program and they give vets a deal to sell it.
I can almost guarantee you that if you do the all-natural diet your problem will be gone.
I worked for a vet that sold science diet. Vets only know as much nutrition information as Science Diet and Iams will tell them (which isn't much, or else the vets would quit recommending Science Diet).
A raw diet is definitely best for a healthy dog IMO. If you aren't willing/able to try it then try to find a natural or at least better kibble.

Yes, I was just noticed this on my GSD as well. She has really oily fur yet it looks like dandruff all over her back. She stays outside at night and inside during the day. I will try the salmon oil...where do you get it?
