I have a 14 month old black Mal. that is real good in food,prey,& ball drive, but the problem is he will not come when given the heir command.Everyone has their own training method and I'm not bad mouthing his previous owner because he has done training far longer than myself.I just need some advice on what I need to be doing.He was very scared when I got him about a month ago, but now we seem to be connecting.Please if anyone can give me some advice I would appreciate it.
I think you answered you own question, if he got good food, prey and toy drive, then that is what you need to do to teach him to come, if he already knows come but choose not to, you will need to have a long line for correction and when he comes praise like hell and reward with food , toy or quick bite on the tug.
BTW if you just got him, then you should bond with him for awhile before doing correction.

Bond! Play together, take walks (on leash LOL) spend lots of time together... then... long line, prong... go for a walk, let the dog run, calling it back every now and then, when he gives you the doggy finger, REEF on the line.. when he comes back, lots of happy times, food, tugs, whatever.
I used a tennis court and a package of hot dogs sliced dime-thin. Start with the basics, namely giving a hot dog every time he looks you in the eye. Then work toward rewarding his return to you on command. The tennis court is great because it minimizes the "chase me chase me" game. And that way, you start off-leash.
You also said your mal was "a little scared" when you got him. This makes me wonder what other problems you may have without even knowing it yet. You may want to read up on Ed's articles on temperament evaluation or have someone else look at the dog for you.
