Why do you want a puppy to be people aggressive? You are just setting yourself up for a fear biter. A good protection dog shouldn't be people aggressive, they should be aggressive in response to aggressive people. If the dog is truely people aggressive, how do you intend to use it and how do you intend to safe guard people when the dog isn't working?

No, your puppy will be poorly socialized, resulting in an animal that you cannot rely on for protection, and most likely will attack the neighbor's child and have to be put down.
