I dont know if this is what your asking but Id have to say the pups have a genetic destiny already programed in them and all you can do is ruin it or through proper imprinting bring them up to their full potential.Ideally you would do a puppy test and pick the best ones and go from there. It sounds kind of like your asking can you make them all killer working dogs by some method.Their full potential is already in place and all you can do is help them reach it,or not!
Stop making excuses for your dog and start training it!
Do a search at Google under Bio Sensor or Super Dog program. The U.S. military developed a protocol for exposing newborn and young pups to various held positions, temperature changes, etc., with the goal being to provide early neurological stimulation to a pup in the hope that the dog would be better developed neurologically, and therefore, have a greater capacity to reach its genetic potential, provided the dog is handled well thoughout its development.
I don't know if there is any real science to support this approach, but it is an option.
