I talk my GSD for at least a two mile walk every night. The problem I keep running into is other dogs that are not tied up and don't stay in there yard running out at us and sometimes across the road at us. <img src="/ubbthreads/images/graemlins/mad.gif" alt="" /> My question is-if one of these dogs run across the street and get hit by a car-can I somehow be liable for this <img src="/ubbthreads/images/graemlins/confused.gif" alt="" /> Yes I have tried taking my dog other places but it seems like no matter where I go there are dogs running at large..parks,in town, out in the country. And unfortunately we do not have any dog parks. ANYBODY KNOW????

No, your legal use of a public byway would in no way place you at any liability in the situation that you've described.
And you have to wonder...just how lame could someone be to blame you in a situation that they caused by not having their dog secured.
I'm not sure about your particular area but I wouldn't think so...altough, I wouldn't put it past some idiot to try... <img src="/ubbthreads/images/graemlins/mad.gif" alt="" />
If this is a big problem for you I would carry pepper spray (if its available in your area) to protect you and your dog.
