OK, Halti or no halti, lets talk about the reaction. I'm not a fan of halti's either, but, your dog is happy and excited when you bring this out, Walkie time! So excited that he won't be still. I know what it's like, I've got a little Mal rescue that is in a constant state of motion.
Don't grab him by the collar, depending on the dog's experience with this action (and I'm assuming that your collar grabbing results in some sort of discipline or dominance.) he gets submissive with this.
Enforce the sit, don't put on his lead, halti, whatever, until he is still. He will learn quick.

The only time my dog acts berserk is when a walk is in the offing. I do what Maggie suggests: I stand there and wait with the leash and prong in my hand within 10 seconds he is sitting on my feet waiting for me to collar him up. I use an easy release prong and it takes me some time to thread the chain through but if he starts moving around I stop. Within seconds he sitting still again, head up waiting patiently. He's no less excited about going out but he knows that by the time I've put on my jacket, stuffed the poop bags in pocket and picked up the keys and am walking to the front door to get the leash he has to settle down. He caught on very quickly.
