Our K-9 unit is getting ready to go to bat with the department heads. The biggest contentions are: Having to share 3 vehicles between 7 dogs, expected to take care of the dogs in our time, and working a varying schedule, each day will be a different shift. (To name a few!)
Now we know what our needs are and unfortunately do not have a departmental policy in place for guidelines. We have our terms of reference, but they are not currently considered 'approved' by the Commissioner, which leaves us at the whim of unknowledgable senior officers. (Who think our dogs are robots)
So I ask, what are some procedures/policies adopted by other K-9 units.

So I ask, what are some procedures/policies adopted by other K-9 units. This sounds more like negotiations between a Union and Administration from the examples you cite. If so, and you're U.S. then you need to look to the FLSA rulings for your info. If it is about policy and proceedure Ed has some pretty decent examples on his web site.
