Yes Mike my dog is a picky pooper too. You described it very well. He would sniff and sniff until he finds the desired spot. But he would do this sniffing only on the allowed area to poop. (We face woods on two sided of my house so he does it there). I don't know why they do that. (Certain smells maybe stimulate their pooping faster? or maybe they want to buy more free time outside?) The worst part of it is when its raining and you have to wait for him until he finds the perfect spot.
Recently I have put an invisible fence around my yard and his area of pooping on the woods has been reduced so he is not sniffing as much as he used too.

Oh don't even remind me about rain - I got my pup right before the last hurricane hit Orlando last year - having a puppy that wants to go out 6 times a day with hurricane force winds outside and a dog that doesn't seem to mind the wind and can't make up his mind where he wants to poop? Oh boy, I was changing my clothes multiple times a day.
