Not all certifications are created equal. Some are from legit orgs, there are quite a few, operated by law enforcement. NNDDA is one example, http://www.nndda.org Often, individual trainers/vendors will print out their own *certification* and that seems to make many PD's perfectly happy.
So, you would need to ask, *Certified by whom*? to find out what the standards were, how the dog was tested, etc.
Ok well the reason I was asking is our sheriff was talking about his dog was certified world-wide and I was wondering just how that was possible to do.
Chances are that the Sheriff was talking about a certification program that is recognized by the International Congress on Police Service Dogs. It is basically a German organization in which other Countries are invited to participate. It has no authority per se but works to disseminate information and produce workable examples of standards of behavior for service dogs. The only certification standards that would be placed along this chain of certification in the USAwould be those that fall under the PSP-2 guidelines out of NRW. This doesn't mean that the other programs don't result in just as good of working dogs. It just means that this is the chain of certification used by the instructor/judge. The advantage is a vast amount of information and experience used to review those standards since there are quite a few countries and schools adhering to similiar sets of standards.
