There's 2 or 3 dogs in my neighborhood that my dog just goes ape for. He wants to run over n jump around n be a goofy puppy.
Well since this is a HUUUUGE distraction for him, its something I've been working on alot with him, ever since I got the e-collar for him he's been really good - he doesnt heel very nicely since he's trying to look around to see them n ends up almost tripping me up, but he doesn't bolt or pull on the leash.
However - now that he knows he's not supposed to go over there n sniff their butt - he's making whining noises like "I wanna go over there why wont u let me over there c'mon i wanna sniff some crotch!". Will the whining go away? Do I correct him for it?

I sure do. It's the same as the over-wild dog-playing for me -- the second it starts I say "Hey" with a hard look; when he looks at me (which will be a silent look because "hey" means "I''m talking to you here") then I say "Good" or whatever you say meaning that he did what was expected.....no excitement, of course, but I acknowledge that the silence was the wanted behavior (to reinforce it).
But I hope others will reply. I already know that some trainers think I do not need to give verbal approval for wanted behavior. I don't do it over and over every time the dog does what he's supposed to do, of course, but when he's just been asked to change behavior and he does it, then I prefer to reinforce that.
