check out Ed's article. My dog is actually pictured on that page (the 15 week old muddy mess and then the two pictures following). At 5 1/2 months, one ear was up but the other still just a little soft & floppy, so I decided to tape. The 3rd picture is of him at 6 mos, both up. You can tell the left one still looks a little weak. It didn't take long for it to firm up, though, and both are perfectly firm and erect now ( @ 2 1/2 years).
His ears were both up and down during teething and around 15 weeks, but then stayed weak. Between then and when I taped one went back up strong and stayed, the other bent over near the tip. I taped when I did because at the time I had always heard that 6 months was the cutoff.
At nine weeks you've got plenty of time to be patient for a while and see what happens.

The ears of my GSD puppy started coming up at 17 weeks old. It took one week for both ears to be up.
As others suggested I don't think you should worry when he is still only 9 weeks old.
