I can understand that they require the pups to be neutered/spayed, only because if they WEREN'T, then that would mean people could breed their shepherd with other shepherds which would eventually destroy the 'authenticity' of the Rin Tin Tin line.
I did notice that they placed a bunch of pups as service dogs for kids which is pretty awesome.
Overall, I don't think they're such a bad breeding program if you want 'just a pet'. Still, I wouldn't pay that much for a dog. I'd rather just go to a shepherd rescue and adopt one there if its going to be 'just a pet'. But thats just me...

They give the dogs to an organization that requires the owners to train themselves, raise, handle, etc.. the dog from 9-12weeks old to adult. That`s ridiculous. Most people can`t even get a reliable sit, let alone train a service dog. And you can never gurantee that the dog is going to have the temperament for the work. NONE of the dogs they showed are fully independent. 2 out of the 4 were still puppies.
That would impress me more if I didn't know of several AKC breeders that places "scrap-out" puppies that they can't get rid of otherwise in a similar gig. Plus they take a hefty income tax donation for those "placed" puppies, whether they fail the service training or not.
