I agree with Jim. Up here, unfortunately at this time, all we could do is take a report. Have your ex start keeping a diary, or log of when this guy shows up, descriptors, and everything else about him, or his activity. Call everytime he shows as well.
I would be concerned about this guy getting friendly with the dog, as my suspiscious mind says he has ulterior motives other than just being nice and wanting to give the dog treats.

Most weirdo's are very uncomfortable "in the light". They do what they do by keeping a low profile. So bring your suspicions to light publicly...
If it were me, I would seriously consider posting signs around the neighborhood. Get a good shot of him, print it up with big bold letters "WARNING".... and then a brief description of your suspicions. If he is planning on doing something, having a few hundred people in the vicinity that are suspicious of him might be enough to make him look for trouble somewhere else.
You can make black and white copies for pennies. Go make a hundred copies or so and put them up all over your neighborhood. And for obvious reasons, I'd make sure everyone that lives there carries and knows how to use pepper spray.
I know this may be going a bit far, but there are very reasonable CCTV systems out on the market right now. I saw one at Sams Club for about $140 including TV and three cams, and another for about $400 including tv, four or so cams, and internet-ready viewing. Some of these may be hooked up to a computer and recorded so the guy can be captured on film/hard drive for more proof. At the least your family can observe when he comes close and call the cops without alerting the guy to your presence.
Who knows- maybe if he sees surveillance cameras going up, he'll get the message.
There is a nice linksys wireless camera on the market (needs power obviously) that is small that catches excellent quality audio and video for a couple hundred bucks. It goes right to a hard drive (which is nice) and can be setup to record on motion detection or at certain hours of the day/night. I've got them in some of my offices.
Kind of had the same problem with wannabe gangsters in my area, I just thank god, I have my doberman, and now they also know that I teach the hand to hand combatives program for the Army. I don't know, but now they wanna be my friend. People are different if they know you can, and will fight if you need to. That is why people fear protection dogs, they know that the dog has no laws to abide by, he is going to be as intense as he can be. Good luck, always trust your instincts.
