Whining GSD - ideas wanted

Hi,
A new member of our Schutzhund club is a 16 month-old GSD that whines a LOT. It's a sort of excited whining, not nervous-scared whining. He whines in his crate, he whines when he's on leash, he whines when he sees other dogs, he whines when the owners come home, he whines riding in the car. He's driving his owners batty! He's got some show but also good working lines, so he has decent drives. Could he just be bored and need more mental and physical exercise? Until last month, when we rescued him, he had only been to puppy and CGC classes.
His owners love him - they've had him since he was a puppy, but would also love ideas on what to do about this before they become alcoholics. My dog "talks", but not nearly to this extent, so I'm no help. No one else here has come across it to this degree, so I promised I'd post this and ask if any of ya'll can speculate on what's going on.

My female GSD whined for a good 2 years....I got her spayed at 9 months because the thought of 12 little versions of that mouth made me insane! She has always had quite a lot to say but thank The Good Lord she DID grow out of it! One bossy, opinionated female in this house is quite enough thank-you-very-much!

My dog is a whiner/crier too. I;ve been told it's her drive causing that. My new trainer said I should do nothing about it. Any thoughts on that?
It's like a dentist drill or nails on a chalk board. My dogs dam sounds exactly the same. I was actually confused which dog was making all the racket.
I'm not sure this is a health issue

My 14 month old female GSD whines when she wants attention, when she has to go outside, when she goes in her crate, or just when she feels like irritating us. Doesn't do as often as she used to, but still does it. I thought it was only my dog...lol kinda glad to hear it isn't.

Hey, I think I just put 2 and 2 together and made 3: The dog in question here whines except when he's doing something where he actually has to concentrate, like tracking or obedience (if he's just on leash standing around, he whines). I also whine if I have nothing to do, so I always keep crossword puzzles handy - in my briefcase, by the bed, in my bathroom. I wonder if I could invent doggie crosswords?
Seriously, though, reading these posts I'm beginning to speculate some dogs - like some people - just can't take sitting around doing nothing. We keep hearing advice in other contexts to mentally as well as physically exercise our dogs - are your dogs noticeably quieter after mentally challenging activity?
Or maybe they just learn it from their moms

My dog Carbon is a whiner like you wouldn't believe. I even posted about it awhile ago. He's only 14 weeks old but people are always asking me what's the matter with my dog when we're out. He'll whine on a walk or in a new place. He whines for food, but that's pretty normal!
He's quiet in the car, exceptionally so. Sometimes I have to ask myself if I brought the dog.
But yeah, he's a chatter. I don't think it's insecurity on my dog's part because he certainly doesn't have any other insecure or weak nerved issues. Time will tell, I guess.
Mostly, it seems like he's communicating with me. Especially if we're in a new place it's like he's asking me if it's an okay place.
It's annoying as hell, quite honestly, but either he's getting better or I'm getting used to it because it seems like there's improvement!

I know with mine it's pure excitement. In the car, at the pet store, when I come home, when a visitor is over she knows, when she sees other dogs worse when she knows the dog, when I am perparing her food, when I train with the other dog.....
endless really. She does not whine in her sleep!
Seriously it's not 24/7 but anytime there is a reason for excitement.

Lear's whine is extremely high pitched, ear piercing. And it's either excitement or frustration. When I'm preparing his food, his whine turns into a yawn, along with the varying degrees of sound effects. It's not constant, just when first getting in the car, then he quiets - or sometimes in his crate. If his whine in the crate doesn't get my attention, he'll bark in an even higher pitch than his whine which makes my skin crawl. Very different from his deep GSD bark when he's patroling the walls of the backyard or when the doorbell rings.
Question: does anyone's pup or adult dog hate it when you're talking on the phone? Lear will whine and bark and carry on. I have to walk into another room or outside just to be able to hear and talk. Since he has no idea how a phone works, I wonder if he thinks I'm going crazy talking to myself. Reminds me of my sons when they were little, except for the barking part.

I think your little genius knows that something else is getting your attention. My dog doesn't do that (yet!) but I have seen plenty of dogs who do! Some dogs will do it when the owner's on the computer.
My dog does it exactly how you described if I'm petting or talking to another dog. Jealousy!
I still have yet to hear of anyone's dog whining on walks. I mean, aren't dogs supposed to love walks? And he's like a horse: As soon as we turn around to go home he tries to take off in a run!
German Shepherds are chatty dogs...Anita's friend's dog does sound like it might be drivey or bored. I don't think that's the case with Carbon, though. If only I had a babel fish for dogs!

I'm not sure if you are a Dog Whisperer fan or not, but I saw an episode that dealt with this issue. Cesar didn't allow the unwanted behavior to happen and led the dog to a different state of mind, his trademark "calm-submission". If I recall correctly, he simply put the dog in a sit-stay and did the verbal "SHH!" correction whenever the dog moved and/or vocalized as a result of the telephone. Eventually, the dog stopped and the owner could have telephone conversations in peace and on her terms for the first time in years.
