I can understand the frustration though, I think a Enforced law is needed to control the over population of pets .The problem like they mention is not the backyard dog breeder or the flight by night breeders that it affects it's the responsible ones.
What would work, that would make a difference? Stop the backyard breeders, the people who think that's how their car payment should be made(from sells of pups)

That's cause these type of bills are written by stupid, simplistic people. The following quote really gets to me: "...a bill that would require all dogs and cats in California to be spayed or neutered unless they are registered purebreds and have special, government-issued permits." Special, government issued permits????? PERMITS???? Correct me if I'm wrong, but last time I looked this was a free country...but socialism has been creeping in steadily. The definition of socialism at dictionary.com: (in Marxist theory) the stage following capitalism in the transition of a society to communism, characterized by the imperfect implementation of collectivist principles.

What starts here in California WILL spread elsewhere...you are fooling yourself if you think it won't. This sort of thing is not unique to any one state but is insidiously spreading nationwide. Stories like these are under-reported and/or tucked away so as not garner attention until boom...you've got another new law telling you another thing you cannot do. And all these "well-meaning" politically correct laws are piling up.
I will NOT neuter my dog because a law tells me I must do so.
Consider the area - San Francisco, the center of the "Nanny State" movement.
