I would want to know what the hip (and possibly) elbow history is on the bitch's side. At 14 months, she might not even have had prelims done so that would be a concern for me personally.
IMO, this is only slightly more of a gamble than any other puppy. We all know that hips and elbows are not necessarily dictated by the parents alone....look as far back as you can into the joint health of ancestors on both sides, and make your decision from there. If the sire and dam's siblings have been xrayed, see what they look like. I'd personally feel fine about a pup out of a 14mo old dam whose siblings (older or same age) prelim'd or certified ok. I wouldn't worry about it any more just because the dam was only 14mos old. If anything, it's harder on her body if her hips weren't fully developed, growth plates closed, etc., but the pups should be ok. I actually have a dog whose dam was about the same age. I don't worry about his hips any more or less than anyone else's. If you want to be proactive, watch environmental contributors, give Ester C in high doses, and relax. You've done all you can.
