My three yr.old GSD growls and grumbles every time one of my other dogs gets near him. He especially doesn't want my five month old pup to be around him at all but will occasionally let the pup lick his mouth.
I am getting very tired of listening to this growling (never bites) and I'm tired of the adult dog leaving the room just to get away from the other dogs. It doesn't matter if one of the other dog's tail just happens to be touching this dog, he growls. I tell him "NO" but he never stops.
Any suggestions?

he's basically letting the other dogs know that he is top dog and not to bother him. But, as pack leader (I hope you actually are), if you don't like the behavior you need to stop it by issuing a well-timed, motivational correction. Obviously NO is not motivational enough.
Keep a training collar (pinch or, if needed, a dominant dog collar) with a lead or tab attached on him when you can supervise him. That way you'll be able to issue a motivational leash correction each time he growls at the other dogs.
