Best thing to condition your dogs pads is a good diet high in animal source protein. Stay away from commercial pad tougheners as they tend to be alchohol and resin based and dry out the naturally occuring lubrication of the pads. Keeping the dog with a natural footing underneath(gravel, sand natural earth) keeps the pads in good condition. If the dog is an inside dog and is experiencing pad wear on rough surfaces you have to just monitor pad condition and bootie or remove the dog from the aggravating surface until the pad condition improves. A zinc supplement like Zinpro or zinc gluconate can also be added to the diet to improve the pads.
Avoid running the dog on concrete as that is very hard on the pads and bad for the joints, also
