How soon can a new adopted dog (fed kibble all its life) go on raw after coming home? With all the new stresses of being adopted, is it wise to add a new diet, too?

I would see how the do is reacting to the new environment and just switch. You could fast for a day and then VOILA! new healthy diet.
When the GSD pups came in, they did not eat (Pro Plan...YUK YUK YUK) the night before their flight and the rest of the day the next day and their meal that night was backs and necks.
Keep in mind that neither pup would come out of their crate when they first got here either. I cannot think of anything more stressful than to be taken from the litter, put in a crate and then on a plane for 10 hours.......and they both did great.

Got our current GSD from rescue at age 18 mos. I have no idea what she ate before. I gave her two days to get acclimated and then introduced raw. I figured she let me know if it was working or not. Went raw from then on with no drawn out transition. Just go for it, see how the dog handles it and react accordingly. It's not like the food supply is going to be worse.

I'm with everyone else.
I would just start with small meals, and peel off some fat. Just for a day or so, until the first poop, to make sure there's no diarrhea. (Too much food and too much fat for a dog used to different foods are the usual diarrhea triggers, IME. But just for the beginning.)
BTW, all my dogs have been pre-owned, and all went from a lifetime of kibble (and probably the worst) to fresh raw.

I only have one other dog, he is not mine (he's "the family's"), and my parents are not down with raw so he's on grain-free kibble. They finally broke and are letting me adopt a dog of my own next month, and since it will be MY dog he/she will definitely be on raw (which I think will be easier on my wallet than buying what the other dog is on--he cycles between Taste of the Wild, EVO, and Blue Wilderness)

All good/decent kibbles though.....except I have never heard of Blue Wilderness so I can't say anything about that.
I would spend the next month researching and/or freshening up on the whole Raw feeding and then slowly collect all of your things you will need so that you will be ready to go once the new addition comes home.
I researched, then started and it made it SO much easier. To be honest though, after three years, I still cringe at times with 6 dogs crunching bones at the same time, but it gets less each time and I KNOW it is the best thing for them.

I'm not overly fond of Wilderness (the third ingredient is potato starch), but it's the best food Petsmart sells, and I work there so I get an employee discount. =)
I've got all I need printed out and I'll reread my books before "the big day."
By the way, slightly off topic but is it okay to start with leg quarters? I have a heck of a time finding necks/backs around here.

I think I am confusing the names of the kibbles....oh well, they are better than most.
Mmmmmm, the leg quarters are a lot of weight bearing bones to start with, but if that is what you have that is readily available, then it is okay. So you have a SYSCO restaurant supply or anything similar around you? Some of these stores sell to the public and can pretty much order you cases of what you want for a decent price. Or, if you know anyone in the restuarant business, see if they could order it in for you.
I know Albertsons here can order me turkey necks and backs, but for some reason they cannot get chicken necks and backs....it is odd, but I take what I can get.
