I recently bought a GSD puppy from a show dog breeder. He was 8 weeks old the time I picked him up.
From the beginning, I noticed that he was "under growth" meaning he couldn't walk firmly. He's been 14-week old now, but besides his size is bigger (maybe doubled), he still can't walk well (wobbly). He simeply sits down on the grass outside my front gate if I try to take him for a walk. He doesn't follow me but look at me from far. Not sure if that's normal or soemthing is wrong? BTW, he eats ok, sleeps a lot, does play a little bit with me or my wife, he likes older dogs, not afraid of anyone.
Have you thought of taking him to the vet for a look see? He might be a very, very laid back puppy indeed (though most puppies, even those that grow up to be laid back adults tend to have more energy), or he might have trouble getting around. Particularly in light of what you mention about his being 'wobbly'.
Better to be sent back with a 'you have a perfectly normal puppy' than to not go and find you have a serious problem.
